To activate all four blocks in Ruined Atoll, you must stand near them and hold the A button. This will cause the fox to pray and activate the blocks. Once a block has been activated, it will power the rail leading to the map’s center. While three blocks are simple to activate, one block is not.

To activate the block numbered one in Ruined Atoll, you will need to acquire the Magic Orb to reach it. While the rest are easily accessible, you cannot reach this block without this item. The Magic Orb can be found in the Frog Cavern, which lies in the top-right corner of the map. Once you get the Magic Orb, you can climb to the top and activate this block.
